The Millennium Challenge Corporation (MCC), on behalf of the Government of Tunisia (GoT), has contracted the Economist Intelligence Unit (EIU),in partnership with Just Results and IBI , to help design a five year Regulatory Reform and Digitalization activity and a five year Trade Facilitation and Customs Modernization activity which will be part of the Business Climate Modernization Project that will be implemented under MCC’s compact with Tunisia. Through a consultative process, the EIU, Just Result and IBI, are working jointly with MCC and the GoT to finalize the design of these activities by the end of January 2020. The activity designs will serve as an input to final negotiations between MCC and the Tunisian government. Main Tasks : Identification of priority procedures for simplification – Calculation of the direct and indirect costs related to administrative burdensome procedures and regulations - Mapping of the various stakeholders and actors for procedures - calculation of the average time for processing procedures – Monetizing costs and Benefits - Measuring the impact of procedures on investments, on administration and investors - Definition of solutions - definition of needs for digital transformation including training and equipment - planning and design of the Grants component
